In accordance with the Board’s philosophy to provide a quality educational program for all students, Charter High School for. Architecture + Design (“CHAD”) shall provide an appropriate planned instructional program for identified students whose dominant language is not English.
The purpose of the Charter High School for. Architecture + Design ESOL Program is to increase the English language proficiency of eligible students so that they can attain academic standards and academic success. These mandates and interpretations are based on the Pennsylvania Regulations, Chapters 4 and 11; and on federal law, including Title VI of the Civil Rights Act, the Equal Educational Opportunity Act (EEOA), the No Child Left Behind Act (NCLB), and regulations and case law under those statutes.
